TV - A YOUNG COUPLE AND AN OLD TENEMENT. ONE of the first scenes in ''Last of the Great Survivors,'' tonight's made- for- television movie on CBS at 9 o'clock, features an orangutan named Max watching a report about President Reagan and the nation's farmers on public television's ''Mac. Neil/Lehrer'' report. Jim Kouf's script clearly has possibilities. Unfortunately, because of television's chronic addiction to being overly cute, only a few of them are realized. Laura (Pam Dawber) is a social worker who is very concerned about this particular group and its future if forced to vacate the premises. When they finally start rendezvousing on a more serious level and begin having an affair, she is still unaware of what he does for a living. If you can accept that much without too many groans of disbelief, the rest of ''Last of the Great Survivors'' may work pleasantly enough for you. He, somewhat preppy, is divorced and has to cope with a former wife who gets hysterical over the phone if the alimony payments are a half- hour late. As a friend (Thom Bray) observes, ''Every woman you've ever fallen in love with has been a major- league witch.'' Laura is fending off a hot- shot lawyer (Michael Callan) whom she once lived with for a year. She carries a chemical spray canister in her purse, which actually comes in handy when she and Richard are mugged in a parking lot after fleeing from the punk- rock club. Well, Richard concedes, ''it's been a unique evening.'' Later, she pays him the compliment of saying that ''anybody can do it right but you have a unique flair for disaster.''. Much of the subsequent courtship works with a kind of offbeat charm. Naughton exude believably fond vibrations. It is when, at long last, Laura discovers what Richard really does for a living and that he is the bureaucrat behind most of her troubles that ''Last of the Great Survivors'' begins to distingrate into mere silliness. Laura, arguing that the tenants are too old and too poor to move, takes her case to the press and Richard promptly emerges in the headlines as the year's most heartless villain. Before it's over, the production even manages to concoct a last- minute caper that uses the familiar theme music from the old ''Lone Ranger'' series. The landlady, Gladys, is played by the pint- sized Nedra Volz, who does one of her typically pugnacious and dizzy turns. Charles Lampkin is the black World War I hero, Jerado De Cordovier the American Indian medicine man and Fritz Feld the retired circus performer. Feld accounts for the presence of Max, the orangutan, who can be counted on to make funny faces for the camera whenever punctuations of obvious indication are thought necessary. For the record, Max was supplied by Steve Martin's Working Wildlife company. His trainer is Mark Waters. The movie itself was directed by Jerry Jameson.
